19s: 1945 characters
39s: 1158 characters
49s: 439 characters
These are raw populations numbers based on characters that were listed in 19/39/49 guilds maintained on the battlegroup forums. Characters were only counted if they were accessible in the armory. Characters attached to inactive accounts or deleted characters do not show up in the armory.
This should *not* be considered a player count as it's simply not that, but it does give an indication of

The intent of the above is provide an alternative to screenshots of scoreboards. Screenshots are great, but they are non-sortable and non-searchable once the screenshot has been taken.
The approach taken above could also be used to grab multiple scoreboards during the course of the game, every time a flag is capped, for example which would give a better sense of what happened during that
