With tauren's +15 herb, does that mean tauren can only get the rank 2 lifeblood, because rank 3 requires 240?

or am i downright wrong?

ranks goes with the +15 herbalism which means they get their ranks at higher levels, but they can still get to that level.

maximum is 225, but if you are tauren your maximum level is 240 and you will get your rank 3 at 240 !

Yes, to confirm: the tauren +15 herbalism goes to the max of a given level needed i.e. 165, 240, 315, 390, 465, upon which you get that rank of herbalism.
