Patch 3.3 will decrease the mana cost of most spells below level 60. The 19 bracket is special because they further decreased the mana cost of low-rank spells below level 20 that have a shorter cast-time or duration. You’ll understand if you check the Mage example – look at Frostbolt and Fireball.
I calculated the new mana cost of every spell a level 19 Twink can learn. I also added the current (= live) cost so you can compare. Here are links to the remaining classes:
Addendum – Click here to download the Excel file I used to calculate the new mana costs. If you want to modify it for your own bracket, just add the spells (and ranks) you want to check. Don’t forget to update the Base Mana value!

So mages will be able to kite with rank1 frostbolt again and casters spaming rank1 heals? and fake hots etc? Its a huge buff if so.
