UPDATE – I was right about the Heirloom Ring, CM Slorkuz just confirmed it on the EU WoW forums. He was kind enough to post the stats it’ll grant at 80:

Requires level 1 to 80 (80)
Equip: Improves critical strike rating by 53.
Equip: Improves hit rating by 29.
Equip: Experience gained from killing monsters and completing quests increased by 5%.
Once they deploy a new build on the PTR I’ll post the stats for every bracket. In the meantime, you might want to read up on the event here. The second reward you can pick is the fishing boots:
Boots of the Bay
Binds When Picked Up
Feet
Requires Fishing (200)
Equip: Increased Fishing +15.
Use: Whisks you away to the finest drinking establishment in Booty Bay. (1 Day Cooldown)
I hope Blizzard didn’t forget to give the boots itemlevel 1 aka vanilla enchants only, because if the quest has no requirement other than fishing, we might see 19 twinks with tbc/wotlk enchant. Stay tuned!

I don’t know if this was over looked or not, but it also says the winner will receive 5k with the Kalu’ak. This means that 19s could potentially get the fishing rod and the pet.

I seriously think its gonna be worth it.
this is really gonna make twinks a hell of a lot stronger and seriously a lot more playable and enjoyable for the casters class who will be pumping major damage/healing now !
too bad its unique equipped.
as for the boots, let’s not forget that if they dont have an armor type, they wont be able to get WOTLK enchant, and by what you are showing they wont have an armor type. yet to see TBC enchants on boots again would be seriously bad. i prefer the choice we have with vanilla between minor speed, agility and stamina. at least now it serves a purpose to have the choice.
but we’ll see how it goes. i think this new ring wil be great !
You make a great point about the boots not being able to accept a WotLK enchant if they don’t have an armor type. Honestly it looks to me like these are going to be more for people interested in winning the BB fishing tourney. They have no stats except for + fishing skill, and basically a hearth to BB. Looks more like a utility piece to me so I don’t think we have to worry about having crazy chants on those. The ring looks like its gonna be pretty damn sexy though xD.
even if they made nat pagle equivalent’s here and make em BoA too or lvl etc. It wouldnt be OP 12 stam boots are nice, it was the enchants that made them OP. I’ll keep an eye out on the PTR also for this stuff, I don;t fish on my main cuz ima lazy arse but they might give the premade chars the fishing, you never know.
Healers won’t touch the ring, but offensive casters will have a good think over this one.

damn, it will be more popular than STV fishing extravaganza, so that means i will almost never get this ring. Or maybe until it cools down in about 8-12 months.
For 29 bracket it looks like it will be around :
4-5 stamina

@bwappo you are wrong for healers, the crit alone represent 2.8% crit in melee @29, not sure about spells, but trust me, there is nothing getting remotely close to that, granted about the hit, still for priest a little fear there, druid root there, can have a little use, but the crit alone make this ring godly no matter the class…
You equip that ring you are like WTF 3-4% stronger…
this ring is beyond EPIC… trust me, we need confirmation about the stats, but it looks like it when you look at the stats @ 80 and granted they use the same curve system for all heirlooms
